At the Manor of Ortel von Zaris the maguses and engis can pull through the fences, most of the time people end up getting stuck in the walls like the picture shown below.

Fence also allows Squig Herder leap towards the BO from outside the perimeter, though un-targetable adjacent to the BO looking out.

Fences don't block line of sight.. never did. If you have line of sight you can pull and shoot. The getting stuck part has to do with the range at which you were pulled and server lag.
