**Expected behavior and actual behavior:**
Two level 30+ guild leaders cannot form an alliance. Server responds with
"<player> declined your invitation to form an alliance"
**Steps to reproduce the problem:**
Both leaders used the form alliance window in the Guild Tab. Spammed multiple invites per second and slow one per minute invites. Both leaders fully logged out and still no remedy.
