Summary0016451: [Gunbad] Bolster is falling shortly after entering the dungeon.

Gunbad is supposed to be a dungeon for 32+ players, so they should get bolstered
But actually bolster disappears in several seconds after you enter to Gunbad, but bolster icon still remains.

**Expected behavior and actual behavior:**
Exp: being bolstered inside Gunbad
Act: you aren't bolstered

**Steps to reproduce the problem:**
Take character of lv 32-39, get into Gunbad, check stats

@MaxHayman I only tested sewers and sacellum, you could get bolstered to lvl 48 there before.
