**Expected behavior and actual behavior:**
Similar to https://github.com/WarEmu/WarBugs/issues/15652 but different tactic/ability combo so I'm reporting it as its own bug.
Scourged Warping is supposed to proc on 25% of the damage ticks from Warp Reality. However it will also proc on the initial cast of Warp Reality which doesn't match the tooltip description.
**Steps to reproduce the problem:**
1) Get a Zealot
2) Equip Scourged Warping tactic (baseline)
3) Cast Warp Reality onto a practice target. After some attempts at casting you'll see the tactic proc on cast.

Warp Reality has a 15 second duration. The first damage proc will be when it has 12 seconds left. The image below shows the tactic proc (above my head) at 9s while Warp Reality is at 14s, meaning it procced when Warp Reality was cast and had 15s left. Ignore prior damage on dummy, that was me trying to get it to proc first time. I made sure there were no other Warp Reality ticks active in the screenshot below.
