**Expected behavior and actual behavior:**

NOTE, proc is something that fires under some specific condition and CANNOT crit, compared to normal DAMAGE OVER TIME abilities that retain ability to crit

Jagged Edge, like many other procs available in game have gone through various changes, with 1-2 years ago most if not not all procs from being prevented from scaling with outgoing dmg modifiers, as they are procs, not abilities for combat calculation purposes. While other procs like RG/HT and Riposte and WB remain fixed, apparently JE retains the option to scale with modifiers like Rage/Flanking.

Whether this is a design where PROCs that launch over time effects are able to scale with dmg modifiers (outgoing; Flanking, Bloodlord, Rage, Taste of Blood, WL/Mara selfbuffs) - but procs that have instant effect (subju weapon dmg proc, Riposte, Witchbrew, Kiss/Bullet mechanic,) will not be able to scale with dmg modifiers - I do not know what was initial ROR stance or live WAR stance regarding this matter.

I will report this as a bug since to my knowledge procs have been fixed several times during last years of ROR and have been prevented from scaling - whether some procs are then supposed to scale but others are not, is maybe a balance decision.

Ideally there would be some consistency.

I feel like this is a nice way for slayers/choppas to still have some dmg, I mean mara already have similar dmg as choppas in city/wb in organised wb's and if you nerf jagged edge slayers/choppas will have quite a lot less dmg. So would have to compensate the nerf with something to balance it up

It doesnt work like that!
for example: Witchbrew/kisses from WE were severly nerfed and they got nothing to compensate the dmg loss.
