Summary0019528: Squig herder "strength in numbas" not doing anything

The Squig herder moral generation tactic "strength in numbas" is not doing anything, the tactic was working in the past with 25% chance to give a moral generation proc with 3 sec duration, but in my last tests and after more than 1000 hits the tactic didn't even proc a single time.
I have tested both RVR, Scenarios and even PVE, the tactic is simply not doing anything and didn't get a single moral generation proc


Steps to reproduce is easy, equip the tactic, attack something and watch how isn't doing anything.

Yes in pug scenario group didn't proc a single time in 3 scenarios, untill i was tired of not getting procs and losing a tactic slot for nothing and removed it.
In the past that tactic didn't need you to be in group, it proced from your attacks even if you was solo... i don't know if it is tactic related or tactic slot related, but didn't proc a single time in 3 scenarios.

There it is two screenshoots, i just did right now one scenario with moral generation tactic equiped with the pug groups and got 0 procs with a 25% chance to proc moral generation in each attack from everyone in the group... it is bugged and it is not procing even if you are in group.
