**Expected behavior and actual behavior:**
On my Swordmaster Arathuil i have bolstering enchantments on tactic set 1 and not on second tactics set, but it procs all the time. It dosent work with other ones


**Steps to reproduce the problem:**
Put Bolstering Enchantment tactic on different tactic set and it procs.

Same issue as https://github.com/WarEmu/WarBugs/issues/19474

Bolstering enchantemnt will be active as soon equipped, and cannot be deactivated until relog (after unequipping tactic set). Alos Bolstering enchantment will disable Potent enchantment permanently as well (potent will not proc anymore, only Bolstering).

This issue is being closed as it should be fixed in the new ability system. Please create a new issue if this is not the case.
