Summary0020034: Khaine Imbuement (DoK tactic) don't work at all

So i tried the tactic Khaine Imbuement (33% chances of doing additional DoT on targets hit by path of Torture abilites) and it doesn't proc at all, never. Another player tried it too and said the same thing to me, he tried on dummies in IC and i tried it on mobs in the wild.

EDIT: I've tested it further, and actually noticed that it procs but only on critical hits, and not all the time, so the description is just wrong, it says it must proc at 33% chance for enemies hit, but in fact it's 33% chance on critical hit applied to the enemy.
