Summary	0021293: You Wot!?!!! on PTS is bug (i think)
Description	On the normal server You Wot!?!! buff flat 15% block/parry/dodge/disrupt, and the rest. On the test server, You Wot increase by 15% block/parry/dodge/disrupt compared to your block/parry/dodge/disrupt, so if you have 5% block, 5+15% = 5.75% block I have some screens 1) without you wot pts 2) with you wot pts 3) with you wot pts + can't hit me ( without you wot i have 90% with can't hit me, so it's cumulative )

When yu are in best plan, you stay in best plan to infinity, on the normal server you stay in best plan... 5 sec ? Perhaps more, or less
