Summary	0021327: Friendly NPCs cannot be healed
Description	NPCs in Altdorf cannot be healed.
Steps To Reproduce	Heal a NPC and see no healing in log and no Hot/buff applied
Additional Information	This makes testing healing harder.

dalen 2023-11-26 19:21 manager ~0040329	This is intended. At least on mythic servers only some NPCs were healable, like the king and warlords in city. So far we have added them to the group of healable NPCs, but subject to change.
