Summary0007466: Efficient Slaughter (BG tactic) not work

Description clearly say: "Hate spending abilities cost 5 less hate to use."
But my abilities not start to cost less.
This bug affect 3 ability: "Shield of Rage", "Bolstering Anger" and "Driven by Hate", another abilities is costing 5 hatred less as intended.
For example: Shield of rage cost 15 hatered, if i have only 10 - i can use it and it will work costing 10, but if i have 15 or more - it cost 15.
