the guild UI randomly shows people as lvl 2, regardless of rank. it even shows me as lvl 2 in there at times randomly.

Not sure if this is connected, but the roster also does not seem to update properly. If I kick someone from the guild the character is still being shown in the roster. Not just for me but also for others.
/rel does not help, porting does however.
Lvl 2 bug also confirmed (and have not found any logic to what chars are shown as lvl 2)

It is a side effect of the new loading system which i need to fix.
