Summary	0015880: Guild Recall Scroll can be used when not in a guild
Description	Reporter: Zomega-WAR <!-- Issues should be unique. Check if someone else reported the issue first, and please don't report duplicates. Only ONE issue in a report. Don't forget screens or a video. --> Expected behavior and actual behavior: Tested with destruction character only. Guild Recall Scrolls are supposed to teleport you to the guild hall (Viper's Pit for destro). However, if you own these scrolls but are not in a guild they are still usable and instead they teleport you to the Apex in IC. The scrolls should not work at all if you are not in a guild. Steps to reproduce the problem: 1) Join guild that is of a high enough rank that the Guild Recall Scrolls are unlocked (guild rank 17+ according to the scroll) 2) Buy a Guild Recall Scroll from the vendor in the guild hall. 3) Leave guild. 4) Go to any zone not in the IC 5) Use scroll. You will be teleported to the IC.
