Summary0016023: Inevitable City Siege: Palace Door continues to take damage on stage 2

**Expected behavior and actual behavior:**

After winning stage 1 the door should stop taking damage from the dwarf cannons (order were able to summon the dwarfs and the sun dragon). However the door will be continuously attacked in stage 2. This brings up "The Palace Door is under attack and at xx% health!" messages in the middle of the screen and chat log.

When stage 1 is over if destruction win then any NPCs that can attack the door should despawn and not respawn as attacking the door is pointless.

**Steps to reproduce the problem:**

In IC defense stage 1 have order capture all objectives but then lose due to running out of time before the doors reached 0%. In stage 2 the siege NPCs will continue to damage the door.

**Testing Screenshots/Videos/Evidences (always needed):**

In stage 2 and the door is being hit by stage 1 NPCs.
