If you have a que pop and decided to respec before the game it will not allow you to join and give you quitter. As soon as you click respecialize in the Mastery trees it will apply this debuff of quitter and drop your que.

IIRC, this is done to prevent people from abusing the matchmaking system. Easy enough to avoid.

Changing masteries should not give quitter. It should just drop you from queue. I am also having issues like this with new patch, see my post.
