**Expected behavior and actual behavior:**
After a RVR zone is closed, the keep is not auto released and the upkeep still running.


**Steps to reproduce the problem:**
-Claim a keep
-Wait to a side win the zone.
-Check the upkeep

Can confirm, I just had the issue happen last night/today - claimed Southern Garrison last night, logged out before the zone was locked (people being slow -_-) and when I signed in today I was still being charged for it despite the Empire/Chaos pairing being entirely locked by Destro.

Had to track down the keep ID on the forum and manually do a /guildreleasekeep.
