Summary	0021052: Inability to choose 40 level toons to play, AND Ability bar 1 chooses own abilities to cycle through
Description	Level 40 toons are almost impossible to PLAY, unless I first PLAY a low level toon for a few minutes. This started around the same time as the last Event Twilight Tide. I have in the last couple of days, reinstalled the game. Which has brought new problems. My password keeps changing, to old one. Ability Bar One, reacts on its own, choosing HoTs and DoTs to cycle through. e.g. I set Gather Round at Button 1, the game changes to Ey Quit Bleedin, and Gork ll Fix it. Button 2 changes to Life Leaka etc
Steps To Reproduce	Exit game, and reload, level 40 toon, usually shall not load. Play lowby toon, then relog into higher toon mostly works. Ability Bar 1, seems to be totally unusable, had to set /choose another bar at Bar 1, and use Key Mapping to set to Numeral buttons. Reduce Bar 1, to just a few spaces, so that I still have Lock and Unlock ability for ability bars. Next problem, after reinstalling game, when I am attempting to set up UI, each toon, so far has an almost uncontrollable mouse, I have to Right Click to stop being out of control, and able to select the Mail Box, other players, ability etc.
