Summary	0022116: Block Does not get Bolstered
Description	Might not be a bug and intended but low level characters once entering T2+ RvR and getting bolstered to 40+ do not get their block values bolstered and shields get technically quite useless.
Steps To Reproduce	Become level 16 - Enter T2+ RvR

Emissary 2024-01-17 03:27 manager ~0042140	can confirm, no bolster and getstats is acting weird with block as it is not showing the main stat plus renown spec
