Did you have at least 6 guild members alive in the keep? That's one of the requirements to prevent a low pop / AFK guild from blocking oil use. |

Are you sure the upgrade had matured? Purchasing it doesn't restrict immediately, it has a 2 minute construction time. |

There was an issue with rank 2 before the most recent patch. However now both rank1 and 2 has been tested |

It has happened again in Reikland, we were 9 guild members at the keep with oil claimed and some other player out the guild put the oil. And sure the upgrade was purchased about 20 minutes before it happened. Some of you are replying with "need 6 members" and others "need 12". However wiki says "There is one restriction to the Oil Control: A guild who purchases this must have at least 6 members within the Keep. If they do not, the Oil can be placed at-will by their realm freely.". So it's bugged. |

Nevermid, talked to who purchased the upgrade right now and has told me that he purchased the second upgrade, not just the first, therefore an ally could put it. My bad, i apologize. |
