Are you the appropriate level for T4 PvE? |

I am 31 but every other T4 quest to talk to other race warcamps was done without problem. If it's locked behind level, shouldn't the other quests be locked, too? |

Strange, I've completed that quest many times in the past without issues. That's the correct NPC, just talking to them should be enough to trigger completion. |

You can try abandoning it and see if restarting helps. Maybe something during the T3 quest resets caused an issue. |

I will keep an eye on the quest fro every level from 32 to 40 and see if I can get it completed at some point. Maybe it will shed some light. |

I had it abandoned and picked it up 30 mins ago to provide the screenshots. Same thing. |
