This quest is indeed impossible to complete due to a bug in stage 1, namely, interacting with interactive objects. You can't fill the mugs, as the objects are non-interactive and cannot be interacted with. Also, according to the quest conditions, you must first fill the mugs with ale and only then interact with the guards. As you can see in the screenshot, the second and third conditions of the quest are fulfilled without the first condition being met. |
