Summary0025368: Renown debuff triggers when receiving renown while logged out
DescriptionOffline renown triggers the debuff timer on characters even if they are not flagged.
Steps To ReproduceI have two characters (Aethilmar on Order and Orcastrator on Destro). In a single day I played on both Aethilmar and Orcastrator and both were eligible for renown from zone flips that took place while I was offline for several hours (can't say how many exactly but was like 8-12 hours). They were both left offline in warcamps (i.e. they would not be PvP flagged when logged back in again).

1. Log on to Aethilmar
2. Check combat log to see renown tick
3. Log off and switch to Orcastrator
4. See that Orcastrator has the debuff
5. Check the combat log to make sure debuff didn't affect renown from offline cap
6. See that Orcastrator got his renown and xp tick
7. Wait a couple of minutes and then log back onto Aethilmar
8. See that Aethilmar now has the debuff.
9. Log back onto Orcastrator and see that he no longer has the debuff.
10. Went into lakes to check Orcastrator could gain renown. Worked as expected.
Additional InformationExpected behavior:

Offline renown should not trigger the debuff at all, but especially if the characters are NOT flagged for RvR. The former lockout timer would let you log on and check your characters in "safe" zones without triggering the effect.

I do not know if the debuff would have actually prevented Orcastrator from gaining renown at step 6. It seems clear that it was applied to Aethilmar upon Orcastrator getting renown but he also still showed the debuff until I logged off and logged on again.
