This sounds correct. Close Quarters doesn't reduce your cast time by 1.5 seconds, it reduces it by 50%: "Your cast times are reduced to 50%". A 3 second fireball cast becomes 1.5 seconds. A quickening proc makes your 3 second fireball cast become 2.5 seconds, which after 50% becomes 1.25 seconds. |

original fireball is 3sec cast, with close quarters 1.5sec cast that is 50%, the weapon should reduce half a second (0.5) that would make the cast be 1second |

That's not the order of things. Percentages always apply after a stat's fixed bonuses are calculated. |
