Expected behavior and actual behavior:
Expected : All damage increased by 15% if enemy is < 45 ft.
Actual behavior : A lot of abilities seem not to take any benefit from it (Incendiary rounds, Lightning rod, Friction burn for example). I works consistently with Spanner swipe only. Moreover, with Blunderbuss Blast, if you don't have any target, there is no damage increase. With a >45 ft target, it still works.

Do you need more testing and pictures ? It seems there are multiple issues with this tactic.
