Summary0021205: Zealot's Transference tactic doesn't work with Wind of Insanity.
DescriptionZealot's Transference tactic doesn't work with Wind of Insanity. Should heal based on damage inflicted, don't work at all. Similar AoE ability Chaotic Agitation works properly with tactic and provide heal.

This matches 1.4.8 behavior. But changing it to a direct damage ability to match current RoR.
