Summary	0023394: Order put up Oil in Destro Keep that is not attackable
Description	So we are defending Bloodfist Rock and some order person snuck in and put Heavy Dwarf Oil over the keep door. We cannot put our own oil up and when we try to attack the oil it says, Target is Not PvP Flagged. So they get to ram the door unmolested.
