Expected behavior and actual behavior:
I should be able to select a basic reward at a rally master


Steps to reproduce the problem:
The Rally Master in Ostland (Empire Chapter 7) does not provide the option to select a basic reward, only advanced and elite.

I might add that I have already selected an advanced and an elite reward in this screenshot, hence the options are disabled.

I've noticed this on several PQ's from t2-t4 (order) that display this. One instance I selected a Basic award first which seemed to take both Basic and Advanced, but I only got the basic reward. Then after that it displayed like this image above.
