Summary	0012166: Destro keep not advancing to 2 stars in Elf T2
Description	Reporter: werekittenz Issues should be unique. Check if someone else reported the issue first, and please don't report duplicates. Expected behavior and actual behavior: At 1.9 stars in elf t2 for almost an hour now. 10 resource ticks then when 2nd star should appear the counter drops to 1.5 and flashes back to 1.9...repeats over and over again w/o hitting 2 stars. Steps to reproduce the problem: Screenshots/Videos or archive.org evidences:

T2 - TC order keep achieved rank 2 but then moments after the indicator is showing 1.2 -ish. The whole time, order is doing quite well but now order 1.3, destros climbing with over 2 now.. https://ibb.co/cWFeAA
