**Expected behavior and actual behavior:**
Rune of Burning does not do its tooltip damage. It is doing around 70% of the tooltip. My other abilities deal exactly the amount of damage their tooltip states when hitting the target dummy, however Rune of Burning dealt 1544 vs 2219 tooltip (Please ignore the first few damage numbers, they were done with a different gear set to test, its the last 4 hits in the combat log that act as the proof for this bug).
**Steps to reproduce the problem:**
Just spec into and use the ability.
