Summary0015735: Black Guard Tactic Filled with Fury Does not proc/work in scenarios with any kind of hate spending ability.

**Expected behavior and actual behavior:**
BG tactic Filled With Fury should give player %15 crit rate over 5seconds after spending hate for an attack.
Actual Behavior: BG tactic Filled With Fury does not work in scenarios, it works fine outside.

I switched to SnB after this bug encounter, my shielded by hate anger drives me tactics doesnt work in scs as well, I die instantly because of that or I am useless... Please help

Here is another example, I should get %30 parry %10 block just from my tactics at 100 Hate Yet I dont, .getstats if you think Character panel is wrong, whic is not wrong, and was working for years for me

Only way to fix this is reequipping all tactics, It would be great if its fixed tho
