**Expected behavior and actual behavior:**
You should be able to cast EOV while moving, when using a tranquility charge. When couple with "Penetrating Siphon" tactic, moving while using a tranquility charge isn't possible, not sure if it's an expected behavior
**Steps to reproduce the problem:**
1 - Remove all tactics
2 - Build a tranquility charge
3- Cast EoV while moving ==>OK
4- add tactic "Penetrating Siphon"
2 - Build a tranquility charge
3- Cast EoV while moving ==>KO
