Summary	0017237: [DoK] Bug where DOK can cast abylity while under silence.
Description	Reporter: Denteron Bug where DOK abylity (2) Khaine's Refreshment and Restore Essence can be casting while silenced. _Expected behavior and actual behavior:_ Dok cant cast Khaine's Refreshment and Restore Essence(and other abylity too) when he under silence. But on this moment he can use that 2 abylity while silenced. _Steps to reproduce the problem:_ Any classes with silence can be tested in on DOKs/ Use silence on DoK and hes actual can use Khaine's Refreshment and Restore Essence.
