Summary0017345: Witch Elf: Armor penetration from mastery skill Elixir of Insane Power and mastery tactic Bleeding Edge do not stack.

**Expected behavior and actual behavior:**
Armor penetration is expected to stack because the sources of the effects are different.
Expected total penetration: 100%


**Steps to reproduce the problem:**

1) Have Agonizing Wound, Feinted positioning and Puncture on your bar. Allocate mastery into Elixir of Insane Power and Bleeding Edge, put it on your bar and equip into tactic slot. Reset renown abilities and take off any items that give crit so it doesn't interfere with reproducing.

2) Find NPC that won't die quickly.

3) Record combat log using Agonizing Wound (must not be critical to be valid):
3.1) Use Agonizing Wound. This is base damage
3.2) Use Feinted Positioning, then use Agonizing wound. This is 100% armor penetration effect
3.3a) Use Puncture to get Bleeding Edge effect, then use Agonizing wound. This is 50% armor penetration effect
3.3b) Use Elixir of Insane Power then Agonizing wound. This is 50% armor penetration effect, damage should be the same as 3.3
3.4) Use Elixir of Insane Power, then Puncture, then Agonizing wound. As this is 50% + 50% armor penetration effects damage is expected to be the same as 3.2, however the resulting damage is similar to 3.3

Not a critical or game breaking bug, however this is an inconsistency and if this is an intended interaction it should be noted as such somewhere.
