Summary	0017931: [Witch Elf] Kisses buff
Description	Reporter: stonetradex On live Frenzies could proc kisses on both hits, it was a Rare proc, but it could happen (No ICD for kisses) Im not sure if this was a intended change in ROR, I couldnt find anything on patch notes or here (maybe [https://github.com/WarEmu/WarBugs/issues/826](url) ? It seems that ATM there is a 1 sec ICD on kisses in ROR.
