**Expected behavior and actual behavior:**
Expected: Scenarios should run out of time before they end, or one side should reach 500 points.
Actual: Scenarios are ending with about 3 minutes left, even though no side has reached 500 points
**Steps to reproduce the problem:**
Enter a SC. Neither side reaches 500 points. Note the time on the clock when the SC ends.
