Summary	0018904: Surrender vote can be blocked?
Description	Reporter: Bananaramalamadingdong <!-- Issues should be unique. Check if someone else reported the issue first, and please don't report duplicates. Only ONE issue in a report. Don't forget screens or a video. --> We started a surrender vote in an SC and from the looks of it it would have passed. Then Order side started one of their own, mid ours, with everyone but 1 voting "no". That seems to have blocked our vote. Expected behavior and actual behavior: It shouldnt be possible for the opposing side to block a surrender vote Steps to reproduce the problem: Two teams duke it out in a SC, this was Talabec, one side starts a vote and vote yes - the other starts their own in the middle of that and votes no.
