**Expected behavior and actual behavior:**
The Whispering Wind is supposed to be a "Perfect Balance" ability that put the SM in "Normal Balance". Since the Perfect Balance is still activated you can use Gusting Wind.
**Steps to reproduce the problem:**
Use Protection of Hoerth, then Wrath of Hoerth, then Whispering Wind, you can cast another "Perfect Balance" ability.
