0019085: Engineer Sovereign 8-set ability 'Unshackled Freedom' Cooldown not displaying when used

Issue:
When you activate the 'Unshackled Freedom' ability granted by the Engineer Sovereign 8-set bonus, 99% of the time it doesn't actually show the cooldown of the ability. After further testing, it appears that it always works for the first usage of a session, and then stops working after that.
Common bug with the abilities granted by 8-piece bonuses. Unequip a piece of gear to break the bonus, and then re-equip the piece of gear to gain the bonus. That usually resets it.
