**Expected behavior and actual behavior:**
When equipping the tactic aimin' quickly, skills should have a shorter cast time. When you join a scenario or entering RvR zone and the rank is increased, the shorter cast time is removed.
**Steps to reproduce the problem:**
- Equip skill
- Jump/exit an scenario (scenario bug is a hit and miss, sometimes it works and sometime it doesn't) or go to warcamp and move into RvR zone to get rank upgraded
- skills have now normalised casting times
