**Expected behavior and actual behavior:**
Expected: Storm of Ravens drains 13 AP per second for 6 seconds which is 78 AP in total.
Actual: The first tick of AP is not currently applying, so instead of consuming AP at these seconds: 0s, 1s, 2s, 3s, 4s, 5s, it's just doing it on 1s-5s and consuming 65 AP overall instead of 78 AP.
As a side effect, you can cast the ability for the first damage tick instantly and then immediately walk to cancel it. The damage from the first tick still applies and no AP is consumed provided it's cancelled within 1 second of starting.
**Steps to reproduce the problem:**
1) Cast Storm of Ravens on a target and see the total AP drain is only 65
2) Cast Storm of Ravens on a target and instantly move. The first tick of damage will be done and no AP is drained.
