Issue: Shaman AoE component of Ey, Quit Bleeding is healing Order characters.
**Expected behavior and actual behavior:**
Destro should never be able to heal Order.
In the photo below, I am pvp flagged but the shaman is not and their HoT is healing me.
**Steps to reproduce the problem:**
1. Have a PvP flagged Order character stand next to a non PvP flagged Destro character.
2. Have a non PvP flagged Shaman use Ey, Quit Bleeding on the aforementioned Destro character
3. See if the aforementioned Order character is getting the HoT
