**Expected behavior and actual behavior:**
Expected- level 40 getting debolstered to appropriate level for the dungeon
Actual- No debolster at all being applied to the level 40.
**Steps to reproduce the problem:**
Every time you enter the dungeon, Tried with full group, 2 man. All three dungeons.
