Eye Shot and Shadowstep not available


**Expected behavior and actual behavior:**
Should have access to these skills.


**Steps to reproduce the problem:**
When I log into the game, I don't have access to these skills. If I enter an RvR area I gain access to the skills. When I leave RvR I will still have the skills until I log out.

Apologies, I didn't find that thread. Going into scenarios or RvR does fix it temporarily though. I don't have any add-ons so not sure what else I should do. Thanks.
