**Expected behavior and actual behavior:**

A rank 40 Zealot with 13 points in Path of Alchemy would have a rank 38 version of the "Daemonic Fortitude" ability. This ability would increase the target's wounds by 152:

However, if it is cast on lower level players then the wounds buff is reduced. This was tested in IC.

On a rank 9 NPC, the buff is reduced to 36 (152 / 38 * 9):

On a rank 15 player, the buff is reduced to 60 (152 / 38 * 15):

On a rank 32 player, the full 152 buff is applied:

I would expect the buff to be 152 wounds at all times.
