Summary	0019677: Ability on cooldown but no activiation
Description	Reporter: bloodmasked Press ability, it goes to cooldown but does not activiate at all. In video, i use chop fasta... but no ability on buffs and cooldown of my ability i use is still 5 seconds (should be zero cooldown with chop fasta) https://clips.twitch.tv/ExpensiveDreamyBobaNerfRedBlaster-RamgKwp4H31Wst-q This bug seems to happen if I press two abilities at same time, or try to use the ability when GCD is still waiting. Also seems to happen with morales (not activating but causing cooldown). can be avoided by not pressing abilities too quickly.
