**Expected behavior and actual behavior:**
Stealth cooldown directly applies when entering stealth, it means that if the WH/WE stealth, it either have to use a skill to break stealth or wait 30seconds to be able to reuse the skill.
We used to be able to reuse the skill directly if we needed to get out of stealth, the cooldown only applied once, when coming out of stealth

Go into stealth
