**Expected behavior and actual behavior:**

The WW don't decrease the CD of the skills on groupmates. We tested it with different characteres and this works in some skills, but randomly

There are few skills usually 5s CD (Khaines invigoration, Divine Mend, Infernal Wave with tactic) that are excluded from benefit of CD decreaser. I cant find proper patch note but its well known. Notice how Martyr is decreased from 13 to 8s.

I remember use "Festering arrow" with my SW with a SM in my party with WW and fire Festerings without CD :S

If WW don't work with skill with 5s CD, maybe the tooltip must be updated :)
