It seems that Loudmouth also has no internal GCD. I also stumbled across this bug and when you pull all of these lowby npcs in IC you can bring down any order player in a few seconds due to loudmouth proccing almost continuously for 180-200 dmg.

Rank 40 IB in good gear was down in 2 seconds. I can make a video for this if required.
