Summary	0020863: Whispering Wind does not Proc Blessing of Heaven Tactic
Description	Reporter: Megaforce1 Blessing of Heaven - Path of Hoeth abilities will place an effect on your target for 10 seconds. During this time, any allies who strike the target will recover 132 health over 3 seconds. I've tested this out and it appears all other Path of Hoeth abilities Proc this tactic when damage is applied to enemies/dummies. Whispering Wind does not.
