**Expected behavior and actual behavior:**
I have slain Ryna Jadehart and used the Jadehart pendant from inventory. Next step tells me to speak to Telior Windseer in darkelf camp. Telior Windseer is there with yellow quest icon above his head but I cannot speak/interact with him to progress the quest. He will eventually disappear.

**Steps to reproduce the problem:**
 I have relogged, closed client, abandoned and re-accepted quest and nothing works.

Currently, This NPC works foe me on dev, I am able to complete and turn in the quest fine.
Some questions:
1. Do you still have the Jadehart pendant in your quest inventory?
2. Does he "break" after a certain amount of time?
3. When you right click him, do you not get the quest completion popup?
